I tried NoCheatPlus, but what do I do in the Config? Cause I edited Survival fly, and made it false, and it didn't work...

Essentials does it in the config, you can change the flight speed allowance (or something similar to that) to zero and normal members shouldn't be able to fly.
To add on to the above post, i'm not aware of a plugin that completely breaks flymod, only those that alert you that somebody is using it. (like Nocheat)
NoCheat and Anticheat do not prevent various hacks and cheats from working clientside.
They simply run an algorithm to guess if a player is presenting unusual enough activity to consider them a hack threat.
For example, NoobyBoobly123 spends 77.96% of his playtime above Y:125. This player may be considered to be using flymod by NoCheat's math, but he might just be building a sky castle up there.
