What is the plugin that lets staff warn people and also it displays when people are banned, muted, temp banned, etc.

I use McBans, which is probably the most popular one. It allows you to do /lup playername and also when they come onto the server, if you have it configured right in the plugin folder, it will show a message of all their bans when they log in each time. I hope this helps.

BanManagement Has /warn, /ban, /mute and you can also look up bans in game and online.
