Oh my god, people...

Delete FNTCACHE.DAT (should be in the Windows folder somewhere or in your AppData). Be very careful not to delete the wrong thing. Your font cache gets corrupted after some time, especially with old computers.

*EDIT* By the way, this just clears up your font cache. It'll rebuild a new one, and all text like Asian characters will go back to rendering properly instead of being cubes and blocks. This should help with your current problem as well.

*EDIT 2* If you're unsure, look up online on how to delete your font cache based on your OS.

*EDIT 3* By the way, OP, I'm not 100% sure that this will fix your problem, but when I saw your pictures, that's the first solution I thought of. Helped me tons.

Nope

Go into settings and delete your .Minecraft file. Redownload the launcher and see if that helps.

I think it's a Java problem because the Forge installer is buggy too.

Thats happened to me like 3 times but all of the times were in different languages...

The text got all bunched up together and is overlapping

For sure that ain't a different language. It is text corruption.

Lauch it and then when the minecraft screen is up click the planet next to options and choose English(US)
