@OP I'm sure you can gain the same functions through a variety of many plugins. Just search around bukkitdev.
I've done plenty for free when I had time for it

Its a custom made plugin from that server you will not find anything like that. The owner obviously is a good programer and added a tally to that sign. Essentials can get you the color if you look in the essentials config you will see enablecolorsigns: or something like that and you change it to true or remove the # in front of it as of the live player counter you cant get that unless you hire a programer for money.

You can list plugins on a server in a few ways, albeit /?, /pl, or by trying to use /version <pluginName>. For the third option, you would have to try plugin names from the bukkit dev webpage that look similar to what you want.
For instance, performing a search found a similar result: http://dev.bukkit.org/server-mods/signutilities/
However, I don't believe the above plugin is the one you're looking for.
