What would the ideal PvP server experience be?

Hello,
I run a PvP server, and am in the midst of starting up some major changes to make it more unique, fun, and (hopefully) popular. So my question to all you minecraft PvP'ers is this, What would the best PvP experience be for you? Please be as specific as possible, spawn gear, setup, plugins, kits, etc...

Make it so everyone has an opportunity to fight. As in, someone who just started has a chance against someone who has played for months.
