What would you prefer?

I'm helping to set up a factions server, but we cannot decide which of these to do:
A. Set a base shop with just raw materials and nothing like armor, and let the community build up the market.
B. A shop with just raw materials.
C. A full out shop with everything.
Never made a poll before, hope this works.
