but when when I ever stop the server using /stop
since I use 16 ram for minecraft and I make sure 1000 player slots available
but when I try to do it and re open it it opens and WONT STAY OPEN it just closes

I suppose you're using a .bat file (if you're on Windows). Open it using a text editor (like notepad (Right click -> Edit)) and add pause to the last line. Save and try to start the server again.
Now you should see what's causing the error.
