I check out a lot of new servers regularly and make my mind up about them in a matter of moments. I can tell you what I look for.
First and foremost that permissions are set up correctly. I dont understand why so many owners (and these are usually kids) open up to the public before something as basic as permissions are even completed. If I connect to a new server and find /sethome does not work because its permission is not set up yet, I'm out.
Even those who think it's complete, often forget about some. For example, most new server owners forget to give players permission to /ignore. This is really useful when no staff is on and some 13 year old comes on thinking it's hilarious to troll with racial slurs and vulgarity and the rest of the players are powerless to /ignore them. Seriously, find a full list of available permissions on the web and look over them all and decide which to give to players. Dont just set up only the few that come to mind off the top of your head.
Another example I find is many servers dont give players permission to /back because they feel it's not true to survival if you can simply zap back and get your items after death. But I find almost all server owners dont realize you can allow /back for basic fast travel, but still disallow it on death, which preserves the rightful consequence of dying.
I also expect a server staff to be present. Many times I put in more hours on their server than they do. Dont go a week without checking on your server. And set up an easy-to-find way of contacting you if you're not on the server (email, skype, etc). I hate when there is a major problem on a server and the owner isn't on for days and no way to contact him/her.
What should be done before it opens? Everything should be tested with a default player. For this reason I bought a 2nd account just to test everything on my server from a default player's experience. Once on a new server I told the owner I was unable to sethome and his response was "it works for me". No shit, youre the owner; you have permission to all commands. Doesn't mean the default player does.
When back-end config things need changed or fixed, dont do it when you have 10 players trying to play. There's a reason most IT professionals must work after-hours when updating and fixing servers: so as not to disrupt the end users' experience. Too often Ive been on a new server, trying to enjoy myself, but instead the owner is constantly restarting it to work on stuff. "Sorry guys, last restart, I swear". Please dont be that owner. Work on it when it's empty.
