Turn down your render distance. 27 is very high, even for more powerful PCs. I usually stick between 8 - 12 chunks. Also, as other people have mentioned, Optifine usually increases FPS by quite a good amount. Lastly, lessen the amount of RAM that you are allocating to Minecraft. More RAM does not equal more FPS and can actually hurt performance if you allocate a lot more than what is needed. I see that you're running Fabric, so 2 or 3GB should be more than enough memory unless you're using hundreds of mods.
Try doing these things:
1 | Turn down your render distance
2 | Use VBOS
3 | Turn off Antialiasing
4 | Go to Video Settings > Performance > And turn on lazy chunk loading, smooth world, smooth fps, dynamic updates, smart animations, fast render, and render regions. (Optifine for pre release for 1.15 doesnt support that yet though.)
According to your Screenshot, you have a pretty decent PC, so i understand why you would be upset about the lag. Maybe try closing apps running in the background and anything else you have open that might cause lag. Also, if your world has a lot of entities in one place, (such as a ton of chests in one area) then that might make it lag too.
Hope i could help :)

Turning down your render distance should help
It might help a bit if you posted your settings in Minecraft (or just turned them down) and maby how much ram your computer has verses how much you are giving Minecraft.
Also the mod optifine is an all around great lag reducer for most things you can think of doing in Minecraft after you get the settings right.
Hoped this helped.

I don't know much about computers or how to figure out anything from your F3 screen.
But something that always works for me when i lag is to turn my render distance down a bit.
