i want to know so i can tell more easily which to stop using for snapshot worlds.

The biggest reason is the snapshot has a new pack format number in mc.meta which conflicts with previous version's datapacks causing them to be disabled.
The other reason could be removed/changed features in commandblocking, such as when zombie pigmen changed into piglins, which broke commands relating to pigmen.
For 1.16 -> 1.17 you should be fine. Change the pack format to the snapshot version and check your output log for any errors
