Why is the sky doing this
Straight to the point - the sky is flickering, I don't know why, how do I fix it? Graphics card is intel core i5, OS is Windows 10
I have tried settings the graphics to fast and turning off Vsync.

all the time, just a glitch, usually just at a specific height

What game version (java/br & number)?
Render distance?
Height of platform?
Also, a shot with f3 info showing might be helpful.

I don't get it (it looks like a frame drop, but that's not a technical diagnosis)
The GPU looks to be ~20% (with occassional bounces to 55-70%, but these dont seem to correlate to the sky glitching)
The fps seems to be mostly low 50's (That seems low for so empty a world, is that what you normally get? )
You might try playing with some of the settings (e.g. turning off clouds) just to see waht happens…
I noticed you have vsync enabled:

You might try turning vsync off. I don't know if that will fix things, but it won't hurt anything to try.

I tried turning VSync off already, I said so in the post.
I checked my monitor's refresh rate. It is ~60 Hz. So my framerate was relatively low because of VSync. Turning it off, it goes much higher.
The sky flickering in the video might not be visible depending on your device/internet connection. It's occasionally blipping black and the gradient gets these momentary tears in them.
The effect seems to be reduced when I set the framerate to unlimited, but it doesn't disappear completely. It just happens less often.

I'm not seeing the 'blipping black' effect, just waht looks like frame drops.
If you can, you might try swapping to a different monitor (different model) and see what effect that has…
I'm not understanding what is hapening, which puts this back to the gather data and hope something comes of it stage.
