Afootpluto means as in Processor speed, how much ram, etc. I don't really know how helpful this information will be, but the spoiler contains a tutorial on how to find out what he is asking for.
As for the problem, what kind of a mouse are you using? Is it wireless? Does it have a cable that you need to plug in? Is it a laptop with a touchpad?

Go to the charms menu (Roll your mouse over the top right corner of your screen), and click on the search button. In the box, type in "Control Panel". Click on the result at the top of the list. In the upper right hand corner of the window that opens up, type in "Properties", and click on the result that says "System". There are some basic specs about your PC here. What does it say under "Processor" and "Installed memory (RAM)"?
