Why the lag?
I just got this new laptop. I got Minecraft on it and i open it up and go into a single player world and it freezes for 10 seconds then i can move for 2 seconds, then it freezes again. It repeats the cycle until it eventually crashes. Multiplayer runs perfectly. Don't say it's because i have a laptop rather than a desktop because it ran fine on my old laptop. I downloaded all my other games from steam and they run fine. My comp has a little over 4 Gb of RAM.

This could be from using windows 8. Lags hard on single player. Also, new single player worlds are very prone to lag, especially when generating chunks in a brand new world.
it can be your setting like clouds are bad to have on it you have to experment to see what is best for your pc
a good way to deal with a lag is optifine, download that and install it, in the video settings you now have alot more options, one of them is letting minecraft use a second procesor (normaly it only uses one) for the loading of the chunks, leaving alot more memory for al the rest and increasing loading times of chunks, you could also change other settings so it doesn't use the stars and the sun if you don't want them or other features that you don't mind beïng turned off to save
RAM has little to do with single-player lag in Minecraft. Since you are playing on a laptop with only 4GB of RAM, I would wager it is an older laptop. It is likely your laptop has a below par graphics card which is probably the source of your lag. To inspect your video card, right click on your "Computer" icon and select properties. Enter your device manager and click display adapters. You video card should be there and you can simply google the name and find out how much memory it holds.
Less then 0.5GB = Horrible
Less than 1GB = Pretty bad
1GB = Good for some games
2GB = Good for most games
3GB = Good for everything
Edit: I just re-read your post and realized you said it is a new laptop... Next time don't buy laptops from a bargain bin if you plan on gaming on them. :/

Singleplayer is more prone to lag as everything is run non your and only your computer. The essential files of a server are run on someone else's computer or a hosting company. You can ncrease to up to 16 Gig of ram ON A Windows 8 and a quad processor. You should maybe change the video settings.
