94 players on all at the same time with no lag on 1.5gb? How many plugins?

I'm not sure how you're working this out but suggested slots for 500mb ram 14-30? From experience I know that even without plugins, a server like that could only hold about 8 players.
Seriously? I've ran servers on 512MB with 30 players without issues. My current record is 94 on 1.5GB RAM (of which IIRC it had around 300MB free).
