Wither skeleton spawning

In my single player world, I was hunting for heads for about an hour and I didn't see one wither skeleton. Anyone else having this problem?

You must've had your difficulty settings in Peaceful, if it's not peaceful, I'd suggest going to the nether since wither skeletons are mostly found there wandering around nether fortresses. if you still hadn't found any, then I got nothing else.

You must go to the Nether and search wither skeleton in the Nether Fortress. In th e fortess must be wither skeletons
