I go to the fortress that I found, but only 1 or 2 wither skeletons will spawn. Then they won't spawn for a super long time. Is there a limit to how many can spawn at once?

Check the light level.
In version 1.18 monster only spawn at light level 0.
So even if you have glowstone or lava close to your fortres it will make light the stops spawning.
And keep in mine, monsters will not spawn directly near your player, so maybe you should go a few blcks away.

yea I play on 1.17.1 because of all of my gui mods and texture packs. A few hours later I went back to the fortress and they started to spawn like usual, not sure what happened then, but thanks for the info! :)
Sometimes you have to much monsters outside of the fortress and they fill the max. entity limit.
If this happens, the monsters in the fortress cant spawn, maybe that was your problem

true, that may have happened
If the fortress is too small, maybe that affects how many can spawn? I think it depends on the amount of each chunk occupied by nether fortress, but idk for sure.
yea I think your right, couple hours after this forum post, the skeletons started spawning like usual... kinda weird that they weren't spawning at all earlier
