XP won't change. Multiverse?

So, I finally got the stage of my server to the point of a fully operational Multiverse system today, but I'm running into one kinda important bug.
No matter what I do, command line, bottle 'o enchantment, etc, I can't change players' XP. Yes, I am set as OP.
I found this out as I was porting a private survival game to put in the server on the side, and when re-adding inventories and what not, I couldn't change said XP levels for the few players.
Has anyone ran into this before? Is it a build issue, node permission, config value, or something else?

May have to do with the players maybe there is a bug? Trying searching around I forums and see if anyone else has had the same prob and how to fix it.
