hello, I downloaded teh Developers build of World edit found here http://builds.enginehub.org/
I installed it, but when I do the //wand command it gives me the "unknown command error" Can someone help me out? Did I install it wrong? I dragged the worldedit.jar file into the plugins folder. Could soemone else tell me how they got their world edit if they did?

Try one of the rec builds of worldedit, if still no luck try copying the other folder from the worldedit folder were the .jar is kept. Not sure if you need this folder or not but by the looks of it, it contains the crafting scripts etc. Maybe try that, if that dosent work I have no idea sorry dude
