World guard conflict with simpleregionmarket

i am having a problem people can rent the plot i selected and claim with it but because they are in spawn and i claim the hole of spawn and make sure that they cant build or use chest them i make a house claim it and then make it so they can build and use chest but they till cant do anything can anyone do any help
