WorldEdit not working

I wanted to get myself a wand, so I started to type //wand, but it seems like these "//" commands doesn't simply exist - so my WorldEdit must be not installed properly. Well, to be exact, when I downloaded it and clicked on it, nothing happened, no install tab or anything. This occurs on every single download, whatever page I got it from. Some ideas/help/instructions?

WE as mod or plugin? Either way you just need to put it in mods/ or plugins/ catalog in your .minecraft/ or server directory.
Btw. I always use FastAsyncWorldEdit with paper server, as FAWE has more brushes and has more customizable masks, it just extends WE to be more flexible.
