WorldGuard.

I am currently a builder on a great server that is doing a big update to 1.8 but we are all bad at worldguard. What I'm trying to do is make the Arena's pvp allow flag override the spawn's region in the arena's little area. The areas above, below, and around the arena must be no pvp zones. I've tried setting spawn's priority to 1 and the Arena's regions to 1000, but this still gives me the "you are standing in multiple regions" message. Please help!
