WorldGuard - LOBBY PROLEM !!!!

Hi. I have protected my lobby on a server I'm building with WorldGuard. The problem I have is that it won't let un-opped players teleport in this region. If opped I can teleport with command blocks to other areas I'm building and also use /spawn but they won't work without op. I have tried different things in the config without any success. I hope someone knows how to solve this as it's driving me crazy lol.
