I've been thinking, would there be a way to combine the 3 plugins, and make players able to sell only PART of their plots for rent.
Also, would there be a way to limit players to using worldguard (/region define) in there plots only, so they wouldnt be able to claim the roads, or any plot that isnt theirs.

I wasn't initially planning to reply to this, but there are a couple of things that need clarified...
First, the protections in plotme are separate from worldguard - ie, even if you were to make a worldguard region that had build privileges for another player, plotme would still not allow them to build.
Second, although aman207 above is perfectly correct in stating that the node worldguard.region.redefine.own allows for resizing of regions owned by a player, regions != plots, and in fact, to allow them to create regions within their plots you'd want to grant them worldguard.region.define, allong with worldedit.selection, with the limiting of the cuboid to their plot provided by the restraints on we by plotme.
Finally, assuming the dedicated player has set up a region in their plot and worked out how to get the other player to bypass the plotme protection, plotme would most likely still cancel the event needed to allow the other player to interact with the simpleregionmarket sale sign.

I don't think you can. Its either the whole plot, or no plot at all.
What about making a new world, where they could use /region and /wand in that world, but not plotworld?
