WorldGuard PVP Not working

Hey, I've been trying for the past 2 days to get my PVP arena working.
EVerything is set up, but the fact that you can pvp in areas where PVP is denied.
I've enabled PVP in the server properties, and had pvp disabled globally (__global__) with Worldguad.
Then I defined the whole arena to have pvp disabled, then I had the inside of the arena pvp enabled.
But players are still able to pvp in the place where you warp into the PVP arena.
