I would like to learn how does PermissionEx work?.

Hello there, I've been Moderator on +4 servers and now I would like to start learning things to get better rank such as Head Moderator or Admin.
If anyone could tell me the basics things (creating ranks, giving permissions would be great, if you can tell me more, I'd gladly read it)
