Soo... If you want a Classic Minecraft Survival server, then you don't need a map. You just fire up a random seed and have fun. If you want some kind of pre-built hub, a fancy spawn area, or mini-games or something, then you should get as much as you can built in creative on your own computer before you start paying for a server. Otherwise, you're wasting money.
If you have a team that's helping you out, then set up a free server like aternos.org. I've used them before and it's not bad for a very small number of players. That way you can all easily work on it together before you start paying money.

Ok just is that Bedrock or java? My friends have switch and pocket edition. We can all play together on bedrock
I only play java, but I just double checked and it looks like Aternos does support bedrock servers. I used them for a while with like four people on at a time, and it did OK. It did start to get a bit grindy once we had a bunch of mob farms, a decent size village, and some more complicated redstone all in the spawn area, but to be fair, we didn't put any effort into optimization at all.
Ok!
