I am creating a server with a custom pre-made world and I'm trying to render it with Dynmap. However, Dynmap seems to only be able to render the visited chunks. Because the world is 40,000 x 20,000, it would be almost impossible to explore the whole thing and load every single chunk. I've tried using /wb fill with the Worldborder plugin, but it seemed to not do anything. Is there anything I can do to accomplish this task?
I'm using the latest version of Spigot 1.14.4.

Tough luck. Your best shot would be to get a world save and then export it as an .obj file format with textures and then use blender to render it. Even Chunky wouldn't be able to handle such a large map.
