Need tips for creating a server

Hello, I am turning to you for advice.

With a few friends we are looking to create a Minecraft server using mods or plugins. Knowing that what we are trying to do is have a classic PVE world with biomes, dungeons. special monsters and Bosses. A PVP world with different game modes like Bedwars, Spleef, Zombie Arena etc... and a final world created for builders. I would like to point out that it would not be a multi server but rather just one.
Being a big fan of mods like plenty's biome, Dungeons and taverns and that sort of thing.

I would like to know if in Modded so forge or fabric equivalents exist for portals between worlds and if making a PvP world as explained was possible or plugins are required and conversely so the mods would not work?

I also tried some modpacks by trying to put mohist which allows the use of plugin/mods but full of problems at startup.

So that's why I'm turning to you, what would you advise us to start with an idea like presented above and what are possibly the alternatives and minecraft version that would allow the most things. I had heard of Magma, Arclight. But no idea what it's worth.

Currently the best version(s) for mods is 1.12.2, 1.7.10, 1.16.5, 1.20.X

For the pvp allowance in specific areas this will more than likely need plugins, so I recommend using Paper for maximum flexibility. For this specific scenario I recommend having separate servers for this despite what you said because it does not seem possible. One for minigames using plugins and one modded server for mods. The most efficient way to do this quickly is to rent from a host (its cheap) and install a modpack such as RAD or RLcraft, then for the minigames just download a public JAR or from that same host (recommended apexhosting, easiest) and getting a minigame package or opening a multiverse (you will have to research for this). But this is way quicker than trying to do it by hand. Hope I was of help to you.

Thank you very much for your detailed response.So I'm thinking of taking 2 servers and using bungeecord which seems to allow multi-server.
