Port forwarding issues.

This isn't my first time port forwarding, as I've done so many times I've went through everything correctly 4 times at least now. the issue I'm having is that the port isn't opening. I'm forced to use the Xfinity website that may have something to do with it but I've put rules in place inside the firewall to allow the ports and such. My modem has been reset device has been reset several times I'm using port forward checking sites along with friends, neither of which are detecting the port as open. I've went through every single forum post and can't find a fix my modem's model is "CGM4140COM". I apologize for grammatical errors as I'm tired. I apologize for any lack of information as well, reply with any needed information.

Generally port forwarding is done through the router not modem. Is it a 2 in 1?

I've contacted my internet provider and I'm not sure I go through comcast, and it was apparently a hardware issue so I'm being sent a new modem.
