Signs problem

So I have a problem, that when I make a custom sign (using only commands) you are not allowed to place it when you are not on a gamemode `creative`.Actually, you can, but all the command stuff will puff.I know, it's a problem with game mechanics, but... Can I change it? Is there any plugin for changing that?
