Data Issues
I was attempting to upload a mod I made that changes the songs on music discs (24.96 MB), but PMC wouldn't allow me to upload any file, for any thing (World, textures, mod, skin, etc.), over 15 MB.

Correct, for things over the limit one needs to host the file[s] externally.
There are a great many file hosting sites (both free and pay) if you do a bit of a web search. [Be aware that some will feature ads wholly inapropriate for a site with underagers.]
Some of the more common choices
Mediafire limited space with the free version, not likely to be anissue unless you upload a lot (or very large things)
Modrinth & CurseForge may count as monetization check the rules q.v. https://www.planetminecraft.com/rules/general#general-advertising_monetization
