Help with blockbench

so i made a skin, spider man 2099, he has 3d features like spikes on his forearms. i wanted to make them 3d for renders (in blender). so i opened a minecraft skin model type in blockbench. i imported the texture of the skin. i opened another model, type "generic model" i then went to "file" > "import" > "import project" so i imported the "minecratt skin" and then i got the texture of the skin to appear etc. then i added two planes, made the spikes on his arms. put the left spike under the left arm, right spike under the right arm and then saved it as a GLTF file type to import into blender. later i wanted to make his cape. so i "recovered" the project, make a plane textured it put it under body. then saved it as another GLTF to import into blender. i want to know to make the cape posable. in blender there are spheres for where the model can move its joints. it does NOT have one for the cape. how do i make it have one, or how do i make it posable/movable.
