Private Texture Pack

Are you allowed to grab different textures from texture packs, and use them for your own private texture pack which only you can use? I wanna do that but I don't know if it's allowed. If someone could help, that'd be nice. If not, is there a way to combine two different texture packs into one, so I can use both at the same time, without the icons messing up?

you are able to use packs for private use, and take and choose from ones you want, as long as you dont publish it (without the creators permission).
if you want to take textures from a pack, just go into the files and you'll see textures split up into different folders within the main pack, pick the ones you want and then just copy them into your private pack
