So I downloaded a virus off of the texture packs best page called "Mine Wars" that was botted, and I deleted all of the apps that came with it. I can't use my camera after deleting all of those apps. Has anybody experienced this and knows how to get my camera working again.

This is why we really need to stop using Adfly for download links, they make downloading a perfectly safe pack quite dangerous.
Run a virus scan and don't send anything to anyone, no matter what.
When you say camera are you referring to your integrated webcam?
If so I would put some tape over the lens quick, someone might be watching you...
As suggested below do a scan with AV software and change your passwords for everything.
Malwarebytes will help. Personally I would do all this OFFLINE. Download the MB offline installer on another machine, put it on usb, then install it on the infected machine. Don't go back online until you know its clean.

Instead of just deleting apps, you need to do a full virus scan with antivirus software, and after that is complete you should probably change all of your passwords on anything you use on that computer for good measure, as well as any accounts that use the same usernames, passwords, or email. Don't send any files from that computer to any other computer either until it is cleared.
If any trace of malicious software is removed and you still can not use the camera, it is possible the malware removed or corrupted the drivers used to interface with the camera. In that case, you would need to find and install the proper drivers. It is also possible (although extremely unlikely) that the malware could route enough power into the camera to physically damage it.
