There is no specific part of this site for plugins, they just fall under mods. I would specify spigot in the title line so everyone understands that it is a server-side mod instead of a client-side mod. I would assume this is because the portion of users on this that run a non-vanilla server and are experienced enough to set up plugins is quite small.
