DataPack/TexturePack Ideas

Maybe a datapack that prevents villager breeding, or makes them breed with a different item that they can't get without player intervention (something like cake, maybe?) I like to settle around villages and fix them up a lot in my worlds, but I always have problems with population control. Even when there aren't enough beds, they just keep breeding... Could also be useful for preventing villager farming on servers.
