Is this possible?

Hello, I'm thinking of making a customisable datapack that makes certain commands not considered "cheating" by the game. Therefore, the selected commands could be run in survival without having to turn on cheats. A good example of this would be being able to run the /function command in survival as well as creative.
Could someone help me with this?
