Proper Tools Datapack

Greetings!
I'm looking for a datapack that will only let players break block with the correct tool. For example, dirt with shovels; Stones with pickaxes. And if mined without the appropriate tool, it will show up an error. Quite similar to the mechanics in this plugin Survival Plus.
