Command Block Usage Requires Op On Servers?

I've run across this issue multiple times. On a Hamachi server specifically, if a player wishes to activate a command block with a button, they must be op for the command blocks to fire. This is a very difficult and frustrating issue, as server owners who wish to include command block-based minigames apparently need to OP everyone in the server. I, personally, would like to avoid that. Is this a common issue, or something wrong with my server or server settings? How can this be fixed?

You might be using spigot or bukkit.

Command blocks' commands may target non-op players. You must be doing something wrong or the server's upset at something.
EDIT: Check your permissions settings if you have em

Strangely, I've noticed that sometimes command blocks will target a non-op player, but only if an op hits the button to activate the command blocks (if the command block targets the nearest player, for example, but was pressed by the op, who's farther away)
Which permissions settings? server.properties? Is there another one for vanilla servers?
