I don't think there is any permission required to step on a pressure plate or activate commands in vanilla. If there is a problem and you're using a server with plugins, check to make sure they aren't interfering. If you're playing vanilla, copy/paste the command/s you're using in here. It may be that there's just a small issue with your commands which we should be able to straighten out.
There's no gamerule that does anything like that. To edit command blocks you need to be an opped player in creative mode, and as far as I know there is no way to get around it short of plugins or mods.

That leads to my question, is there any gamerule or something of that sort that will allow someone in survival to edit a command block (not using commands to edit NBT data or mods)?

I'll explain it. I've got an server when someone will connect they need to choose class so they'll step on pressureplate, but it does not work!?

if you mean will they work if youre in survival yes but you have to edit the commands in creative and be OP or if sp still creative but have to have cheats on but you can edit the commands with /setblock and have it be placed with commands already set up but its better to place them creative and edit them creative.... or you could use certain mods like All-U-Want mod but it only works in 1.4 to 1.7.10 and the 1.7.10 is only singleplayer but you can use them in survival but cant edit the commands or remove them (when they were first added)
You can activate and be affected by command blocks in any gamemode. You can only get command blocks or edit their commands in creative mode. So you can't use them in your survival world, but you can use them in a map where players are in survival.
