CommandBlock Question?

So im confused. I have command blocks enabled and I can use them on my server. But when I connect redstone to it with something like a pressure plate to activate commands I can use them but some ranks cant that are not staff? is there a permission for this because I want my players to use this. Or a plugin that may help?

You need to be in creative to use them, and possibly OP too.
But that's only for editing the command.
Hmm. I read that wrong than. Sorry! I had this problem, try redstone repeaters, and the command might be written wrong
