Hello thar. That would be useless unless you had worldedit - even then, there wouldn't be any assurance that it would work under such conditions. You'd have to spawn your first block into the world before you could build on, and even then you'd be encountering various bugs. Stick to a world with only Bedrock (1 height); it's your best option.
