Construct Craft Needs a website

Ok now I am looking for someone to be the creator/host of a website for the server Construct Craft. First of it has to be free and seccond, who ever makes one that i approve I will either rank you to moderator or a custom rank. Down below will be what you need to have/do.
[1]. Need to be older than 12 years of age.
[2]. Can make a free website
[3]. Can run and maintain the website at least 5 times a week
[4]. Needs to have a Skype account with a working microphone
[5]. Has to live on the east cost of the United states
