Custom Plugins bukkit

Heya,
Can someone make me a plugin called rpgevents basically i can setup like pvp arenas and spleef arenas
s and people can signup with a comamnd

a little like Imdeity

then i can do /rpg spleef 1 start

to start the first spleef match and it tps the 2 people with a defined item to spleef with
and then it broadcasts the winner thanks
