Yup I bought a regular desktop tower with 4gb RAM to start then upgraded and purchased a real server machine. My apartment includes electricity so I don't pay a cent for that only had to pay out of pocket for the server machine and the internet connection.
You can do it with a regular desktop if you're just looking to maintain a small server of 10-20 players.

No if you're looking to make a small server a desktop with 4gb RAM is sufficient. 16gb RAM will hold closer to 100 depending on the amount of worlds, plugins, etc.

What really costs is the internet connection and the electricity bill. It can work, if you charge others for accessing it, but everything besides that is a pure waste of money.

These types of things usually are scams. Nobody just gives out server space, bandwidth and resources absolutely free. Usually they do it so someone else does all the work and builds a server for them then they take over and reap the profits.
If it seems too good to be true, it probably is.

That's what I did. I rented from a host before and turns out they were shady, left a bad taste in my mouth. Saved up the money and got myself a high speed connection and purchased a nice desktop to get the server up and running on, then two weeks later went out and bought a dedicated server machine.
Costs are at an absolute minimum because I'm not paying someone else which means I don't need to be greedy about donations and downtime is at an absolute minimum because I have direct access to the machine.
