Unless you own the IP for Minecraft, you can not tell anybody to "Not use" a skin.
You don't own it.
You haven't made money on it.
So, if you post it on a public site, without charging for it, and having a download link available... then yes... it's going to be used.
"Free" or not, it doesn't cost anything to click "Download", and you can't stop me from using it.
Adding "Do not use" to the title of your skin just begs me to do it anyway.
I understand making a skin took a long time for you, but you have no rights or claims to its ownership, and there-for, you don't have the ability to stop anybody from using it.
You can ask politely to be credited, but you can't demand nobody use it after you've posted it with a "DOWNLOAD" button to the right of it.
I've used at least 60 skins from LoTC labeled [Do Not Use] because... I can, I want to, and there's not a damned thing you can do about it ^_^
