can someone help me at my group manager when i run my server theres a problem apearing at my group manager

You seem to have missed the point entirely about inheritance. You've given all the ranks
- essentials.kit.starter permission.
Because the 'builder' inherits from the 'member' class the 'builder' already has inherited the starter kit from the 'member' so doesn't need the permission in his own group.

Ok, I've reordered your group inheritances, not sure if it's what you want but you should be able to see how they work.
Also, this chunk in the moderator's inheritance needs to be in the group.yml file that should be at groupmanager/[world name]/groups.yml
- g:groupmanager_admin
- g:bukkit_admin
- g:essentials_admin
- g:towny_admin
- g:vanish_admin
I've also changed the name of the 'co owner' group to 'co_owner'.
That whitespace in the middle will bite you in the arse at some point!

All your DonateRanks have their inheritance set to inherit from a group called default. There is no default group in your globalgroups.yml.
