What Id do you type into the command blocks to get enchanted weapons?

You could just teleport the player in a tube, dispense the enchanted item, then teleport them back to the original location. That would be a way of doing it.
Enchanted weapons and armor don't have item IDs.
You can't, use potion effects instead
