In Minecraft wiki, in the upcoming features list, it says that the new features in the terrain generator like NPC villages, underground ravines, and strongholds will only appear in new maps. Does this mean maps made during 1.8?

No, it says that the new features will appear in new worlds, and new chunks, so If you render new chunks in your old world in 1.8, the new features will be in them.
