I've been wondering for the past week if people are still getting commissions It ahs been 6 years since I have built for other people. I started building on a server to see if I could build up more experience but I'm not definitely not as good as other people on this server. How do you know when you can start asking for commissions rather than doing everything for free?

From my experience individual builders never get commissioned unless there semi well known. You are better off applying for a team and seeing what you can get there but MC is not a job nor will it ever pay a living amount to do commissions.
